Water shut off in 7" liner from 3 1/2" tubing

Description

We like to do a through tubing water shut off from 7" liner into 3 1/2" tubing. Cannseal doesn't fit and it is a long gas interval. Relative perm modifiers won't work or have a very low chance of working. So we need a targeted shut off. We prefer not to need a pumping vessel (given this is offshore), but if there is no other way around it, we will have to pay for it. So mechanical through tubing solutions should be considered first. Setting through tubing plugs can potentially shut off bottom water, but we need to straddle off water at the top of the 7" liner, which is more tricky. It requires straddling.
